Ray Davis fiasco - is this the result of military & CIA using too many private contractors?

I thought the first special forces guys in Afghanistan all grew beards. And aren't spies supposed to blend in as much as possible?

So would the same mess have occurred if a regular CIA employee was doing the job of Raymond Allen Davis?|||Is it outsourcing or plain idiocy? The CIA are clowns and the contractors are crooks. Neither has accountability and both are using our tax dollars to murder people and cause terrorism. The entire CIA should be dismantled. It does nothing anymore but cause harm to America and the world.
