Why was Raymond Davis not convicted for killing people in Pakistan?

I heard that he shot one and ran over another. What's the reason?


I read that the families of the dead were not satisfied and want justice.


Why was he not convicted but just released in return for like 1.4 million?


Why did Raymond Davis kill people in Pakistan?|||He's the chief of the CIA in Pakistan, so the US government paid off the Pakistani authorities to let him go. The Pakistani public are near riot over this.|||If the families pardon you, you can be released from punishment under Pakistani law. The families obviuosly got paid off. How much would be interesting to find out.|||It said this morning that they forgave Davis. I'm sure they were paid off lavishly. It was a self-defense situation but that means nothing in a medieval hole like Pakistan. The only thing that talks there is money.|||Ray Davis was a CIA contractor in Pakistan. The premier Pakistani intelligence agency, the ISI were keeping tabs on him. They said there was alot of fishy movement in and out of the tribal or Pashtun areas in the north western part of the country and his phone records show he had contacted key leaders of the Pakistani Taliban.

Somehow-don't know if its completely true-there was evidence of him trying to give some kind of nuclear or chemical material to the Pakistani Taliban which is alleged to have ties to the US intelligence agencies. He shot two guys in Lahore who were ISI agents/informants from his car and got out of his car and popped a few more rounds in em-assassin style-to finish the job; in broad daylight mind you. He tried to get into his car but some beat cops were approaching so he called in to be extracted. His extraction team drove on a one way street and ran over an innocent pedestrian, but they failed to get him out of there. The team got back to the embassy but Davis was arrested (no kidding? in broad daylight!).

He was declared guilty by the courts, but apparently under Pakistani law you can pay your way out if the family forgives you; something called "blood money". Anyway, even that's being disputed by the Pakistani press. They say the families were pressured into agreeing terms after Saudi Arabia got involved at the behest of the US. Latest reports show that the Saudis footed the bill. They paid families 2.4 million. I guess it'd be 1.2 million to each. I don't know about the pedestrian though. Because of this, all the US embassies and missions are in complete lockdown due to strikes and protests by the population, who wanted to see Davis taken to the gallows.
